Flight envelope, payload behaviour, and sensing performance all move with wind, thermals, temperature, and visibility, and none of it can be explored safely at the edge of the envelope; live flight testing is expensive, weather-dependent, and unrepeatable, so a result can never be attributed cleanly to the change that was made rather than to the day it was made on, leaving planners to decide go or no-go on judgement. Sensor and camera placement is decided by intuition and found to be wrong after the hardware is mounted; detection models have to work at this site, from these viewpoints, in these conditions, yet the site's rare and hazardous events have never been recorded, so the training data for the cases that matter does not exist; and planning a response means arguing over a floor plan.
